LShift + R can't be remapped from Reload Mission

The controls setup will show that you've assigned LShift + R to another function, but when you try it it will reload the mission (which is a function I virtually never want and absolutely don't need on a hotkey).

Common key binds like restart mission are also active in

 

UILAYER and GENERAL categories, if you delete them also you should be able to map RShift +R for any function
