I got i7 9700k rtx 2080ti 11gb 16gb ram ddrm 2666mhz windows 10 64 bit oculus rift s when I go in vr it legs qiet a bit then dosent recognize head set just wondering if any one can help with this is my system powerful enough or is there a setting to fix this

Welcome to the forums . Your system is certainly powerful enough :) Does the Oculus home screen show up in the headset ? If so , then you need only launch DCS in VR mode .

If not , then you need a PCI usb card . Oculus reccomends the red-colored Innatech card , available on Amazon .

Otherwise you might try making sure you are plugged-in to a USB 3.1 port .

Also , make sure the plug is well -seated at the headset end . (Unplug and re-plug)

And , forgive me , but make sure your display port connection is into the graphics card , not the motherboard .

You can also get an adapter to plug the USB 3 from the Rift S into the Nvidia C-Port on the GPU.

 

You might try also clarifying with a little more detail what exactly is going on when you try and launch DCS in VR with your Rift S.
