Is IFF operational or not? I couldn't make it work and didn't find anything on the manual.

IFF Transponder

The F-5 has a IFF transponder (AN/APX-72 mounted below the warning panel, on right) i.e. it can reply to a IFF interrogation from a F-18C, M2K, F-15C, etc.

Although the AN/APX-72 is modelled with working switches and test lamps, it serves no function in DCS.

In most DCS aircraft, IFF is coalition based and it doesn't matter if the transponder is turned on or off, as DCS allows replies between incompatible IFF systems and/or aircraft without transponders.

IFF Interrogator

The F-5 radar doesn't have a IFF interrogator, so can't IFF targets itself and must rely on other aircraft i.e. AWACS.
