I feel like this would be a very substantial improvement of the Tomcats survival. When do we get an indicator (flashing contact?) for the phoenix gone pitbull please?

I believe it'll go Pitbull at 16 secs. Knowing that will help a little bit to know when it goes PB until they implement the feature.

There is no real pitbul indication in the real thing, except when in TWS. The TTI next to the track will start blinking when it goes pitbull, approximately 15-16s from impact. Currently the 54 behaves like the amraam and can be considered pitbull off the rail.

I believe currently it is only active off the rail if you as the pilot have the ACM panel open and as the RIO if you have it set in the MSL OPTIONS panel switched to PH ACTIVE

That will be correct once it’s fully implemented. As of right now, it is ALWAYS active off the rail. The reason is that the API that allows the launching aircraft to “talk” to the missile in flight is not implemented by ED.
