[REPORTED EARLIER] HARM lofting in TOO mode

It seems that the incorrect behaviour is back again. HARM should only loft in PB mode

Bump, this is still present in OB and makes close self defense shots useless due to the missile flying over the target after lofting.

bumping wont help, it is reported and when the team have addressed it we will mention it in the change logs.
