[REPORTED] Incirlik AB Runway lights

Both "Rabbit Lights" for Rwys 23 and 05's approach lighting system, are going at the same time. They should only be illuminating the active runway, not both.

Also, the lights only flash up to the overrun edge of each end of the runway, instead of the remaining 4 bars into the overrun area.
