According to -1:

The TO/LDG CONFIG warning light illuminates on the ground if TEF's are not full down.

With TEF's full down, rapid reversals of roll command inputs may cause the TO/LDG CONFIG

warning light to momentarily illuminate if the altitude, airspeed, and rate of descent conditions outlined above are met or WOW.

 

This doesn't happen.

As a FLCS maintainer, to remove air bubbles from the hyd systems before BIT, I used rapid rolls and always noticed the light comes on momentarily.
