[WIP] Pre-designate SPI/STPT display and navigation

When in EO VIS pre-designate the navigation indications are not toward the current steerpoint. HSI is showing the intersection of the TD box LOS with ground. GCSC "tadpole" is absent. HUD lower right data block is showing SPI-format bottom line info and not STPT-format info (i.e. with '>' symbol). Pre-designate VIS and DTOS and SP the SPI and navigation are to the current steerpoint similar to CCIP. Only in post-designate does the system transition to display similar to CCRP and PRE.
