correct as is HARM does not see the NEVA

After last update, HARM in "TOO" mode does not show NEVA "3". Even though NEVA "3" is visible on the RWR and has already launched a missile, HARM still does not see it on the TOO screen.

I have checked with the team The search for different types of targets occurs sequentially, so there may be a situation in which the radar is already turned on, but we will see it on the screen only at the next cycle. The PRI class shows only the radars that are in the capture (after the capture, the air defence missile is immediately launched).

Basically, the 3 symbol is there at launch but maybe obscured by the radar.
