Large Russian SAMs won't attack my fighters

Just for testing, I placed a huge variety of Russian air defense units, plus lots of radar stations as well.  I loaded up an F18 with HARMS and to my surprise not a single enemy SAM engaged me.  They did toss out a few missiles to try and shoot down my HARMs, but I'm obviously doing something very wrong where they won't try to shoot ME down.

 

Could someone help me out with this?

Have you set up these missile systems before or is this your first attempt? I ask because a number of these systems need to have several components placed in the same group. A common mistake is to place each component on the map as a singleton and that won’t work.
