Migrate VR API from SteamVR's OpenVR to OpenXR

We continue to work towards multicore and vulkan, I have no news to share about OpenXR sorry.

Now that OpenXR has been made to work with DCS, the results are absolutely astonishing and demonstrate just how much of a bottleneck SteamVR had been placing on our experience. ED - please look into integrating OpenXR into DCS!
