In 2.5.6 the KC-135 units could be changed to a VHF AM freq, example 131.00, to get around the issue of the A-10 only having a single UHF radio. This is no longer possible in 2.7, meaning that it is impossible for Human A-10 pilots to communicate with the tanker and AI wingmen simultaneously.

While waiting for this to be resolved, you can give human controlled flights an F10 radio command to switch frequencies (Advanced Waypoint Actions > Command). So for example when going to refuel, the player can command the flight to switch to same frequency as the tanker so that simultaneous communication is possible.

I see the command to switch frequencies at a waypoint, but I don't see an option to make that an F10 radio menu item. How do I set that?

The F10 radio option is a trigger, you need to set it up in the trigger menu. It will activate a flag, and then you use that flag to control the switch frequencies command. Remember to add a second F10 option to switch back to your original frequency when done tanking.
