VR settings are being overridden somewhere, need help troubleshooting

So I have a Reverb G2 paired with a 3080Ti and I am getting amazing results so far. However, FPSvr reports something different; my GPU frametime is in the red, my CPU frametime is in the green, I get slight micro stuttering yet my FPS is averaging around 40 with settings maxed out. Yes, you heard that right. The problem is here somewhere, changing my render resolution in SteamVR doesnt change anything, and neither does motion smoothing, per application settings, nor does changing ANY setting in DCS make a difference with my GPU frametime. Ive come to the conclusion that FPSvr is either reporting inaccurate data or something is overriding SteamVR and Ive no idea whats causing it. Top it off, Im not the only person with this problem that I know of, this is how I found out about this little problem - troubleshooting his issues to get to the root of his problem AND absolutely nothing is helping.

 

Its not a USB issue - its on a powered USB 3.0 hub. Its not a DCS issue - changing graphic settings or VR settings in DCS changed the GPU frametime. Its not a SteamVR setting issue - no changes are showing up in FPSvr with super sampling, reprojection ratio, dropped frames continuously increase, and I cant troubleshoot any further past that. Anyone care to give a hand here?  Also, assume that I did Thuds VR4DCS VR stuff. All of it.
