reported Tail rotor has same RPM as main rotor

Especially visible during startup and shutdown, the tail rotor has the same RPM as the main rotor, but it should turn faster (typically 5-6x?).

 

This is easily seen at low RPM: For every 3 blades of the tail rotor passing, 5 blades of the main rotor is passing.
