PLAT cam - how to get into the landing cue onscreen?

Hay Guys,

 

In multiplayer SC PLAT cam, what triggers anyone's name appear on the PLAT cam's screen top right part, showing the usernames / numbers of the landing planes in sequence? Should I call Inbound, or?
