They don't necessarily have to be raised in order to go to past MIL, they can also be pushed through the detent.

That might be the case. However on the ground the lifts still move up. I'm not sure why it's modeled differently. Thanks

The manual describes finger-lift operation differences between weight-on-wheels and in-flight (see I-2-4).
