I don´t know if you have fixed this by now. If not:

You have to check your F-16C bindings and compare them with what you have in the F-18.

I use TrackIR and it does register  as TrackIR in the Controls bindings screen.

I don´t know with which name Opentrack registers in the bindings page. Check it in your F-18 and see you have the same device (name) column in the F-16C bindings.

After that, open the Axis Commands and check what you have in the six available "Head Tracker" in the Action column (leftmost).

I have these bindings under TrackIR column:

TRACKIR_Z

TRACKIR_PITCH

TRACKIR_X

TRACKIR_ROLL

TRACKIR_Y

TRACKIR_YAW

I would expect similar entries for Opentrack.
