Appears in bindings (options / controls / cyclic stick) but is not mentioned in p.63 of the manual.  What does it do?  Is it necessary / used frequently?

Those are the navigation direct-to symbols that are placed over the current waypoint. There is clearly something wrong. But before you submit a bug report, ensure you completely remove all mods from your DCS and test again.
