Here it is .. the parameters you need are "COMM1_FREQ" and "COMM2_FREQ"

Edit: Keep in mind that the Parameters don't work correctly on Multiplayer missions, they are meant for Single Player.

Do you happen to know the parameter for the fuel quantities?

there is no parameter, but you can check the IFEI indicators, the device is 5 and the indicators are:

txt_FUEL_UP\
13010T\
-----------------------------------------\
txt_FUEL_DOWN\
8500I\

the first is total fuel, the 2nd is internal, the numbers are sample values

Thank you for replying.  Can you please clarify, for my infantile brain, how I would implement this function?

That depends on what you need on your mission, but just as an example here is how I would detect the moment when our aircraft Fuel remaining is 2,500 pounds:

Here I'm taking advantage that the IFEI measures fuel only to the nearest 10th pound, so the indicator is steady at 2500T for more than 1 second (important, as the mission's triggers are checked only once per second).

The Command 246 is to set Time acceleration to 1x, just in case you are flying with accelerated time active and I don't want to miss the message.

Here is what the IFEI looks like at that point:
