I’m not sure about the Yak-38, I’ve seen it mentioned occasionally but never in any kinda source. The F-35 system program office went with Lockheed to evaluate the plane so they would be the ones to ask. besides being a different time though these laws are odd. The Russian MOD will deny just about any request for information but won’t stop Malaysia from hiring a company in Pennsylvania to develop an Su-30 simulator. 1
