The title says it all. When I want to be the waist gunner and hit the 4 button, I'm put in the middle of the cargo compartment. I can see the gunner in the doorway and he moves correctly but I can't see to shoot anything.

You probably meant keybind 4.

You're playing in VR, right? If so, this issue has already been reported.
