correct as is f18's nws hi feels twitchy

i just got my hands on the f18, i found out that f18's nws hi sometimes would not steer when i steer to a certain direction like left, even at very slow speed, at exterior the wheels seens to steer but failed to move to the direction, could anyone tells me why this was happening?
 

and how should i prevent it?

If the aircraft is moving too quickly, the momentum can overcome the wheel friction, and it'll slide on the nose wheels.

Long-story-short: slow down.
