[Known Issue] CBU burst height difference AV-8 vs F/A-18

From my testing, Mk20 droped from AV-8B bursts around 1000 ft AGL, while from F/A-18 it bursts around 1500 ft AGL.

Fuse setting makes no difference.

Is there any reason to have such a different behaviour?

IIRC the Harrier uses 0.4 sec, or 1.4 sec, whereas the Hornet uses altitude control burst.
