fixed internally Units move despite the command to hold before a flag is ON

Hi,

Very simple test : Red convoy is command to hold position until the flag 1 is ON. The flag is ON when a blue unit goes through.

In the game, the red unit move to a position and hold. Sometimes, just move a little, sometimes cover a great distance before stopping.

However, when the flag is ON, the red convoy react as needed. I tried different position, configuration without success.
