Non-functioning keys without adding modifiers for the RIO seat in multiplayer

I'm unsure when exactly this problem started, but it has to be a good 6 months at least from the time of me posting this. I had gone on hiatus from RIOing back in April/May of 2022 and came back to it around June/August and what I instantly realized was that the keys I had bound on my numpad (buttons 1-6 specifically, 7-9 are just fine) were disabled. They would not work until I rebound them with ctrl as a modifier. This same problem persisted with the INSERT, DELETE, HOME, END, and PAGE UP/DOWN keys which I have bound to switch between radios, camera FOV and MLC filter settings. I have to set a modifier key for them to work. The most interesting thing is that these problems exist ONLY in multiplayer. In singleplayer, the controls function perfectly fine, but in multiplayer the specified keys are disabled without a modifier and this is the case on ALL multiplayer servers I have flown on from GS to TBF to private servers modded and vanilla. 

What could possibly be the problem?

I'd check if there are some binds in UI layer or keys related to some chat or SRS.

My SRS buttons are on my HOTAS and those are completely unaffected. As far as UI stuff, nothing is on the numpad. It's weird because this problem only exists in multiplayer and is completely non-existent in single player.

Do you use any of those keys for anything in the driver controls? I've noticed there is some kind of driver/RIO overlap in the controls that is also affecting me only in multiplayer, but it's relating to my Winwing not my keyboard. I can dispense flares, lower the hook, toggle the parking brake, and many other things from the RIO seat using the same controls I would normally use if I was driving, and it's only in multiplayer that it happens.
