Nope. Su-25T (or all FC3 aircraft) have a simplified ILS that automatically tunes to the correct ILS (I'm not sure anymore if you even have ILS guidance at a non-ILS equipped airport). 

Also, russian aircraft are not equipped with TACAN compatible equipment.

As razo+r notes, in the simplified world of FC3, frequencies are auto-selected. But the Russian aircraft do not use TACAN and ILS. They use RSBN in place of TACAN. In place of ILS, they use PRGM. The only problem there is that only 6 runways in the sim (as far as I’m aware) are PRGM equipped by default. All are in the Caucasus. You can tell which that are in the Mission Editor. Their information is given in blue (or is it green?) instead of white text.

Belsimtek’s MiG-15bis comes with RSBN/PRGM for the entire Caucasus which allows you to actually navigate as long as you’re in their aircraft. Don’t know if they’ve added it for any other map.
