The file is on the /Program Files/Eagle Dynamics/DCS World or DCS World Openbeta/Mods/aircraft/F-15E/Cockpit/ folder. Inside, there is one sentence for each cockpit element. I've highlighted the parking brake: The values that the argument can take is a number between 0 and 1, usually 0 being its Off state, and 1 being On. On the case of knobs the argument value can be values like 0.1, 0.2, 0.3, etc .. I usually find the values by trial/error.
