reported Only on road and off road formation type groups disperse under fire

Looks only on road and off road formation type groups disperse under fire. If type is set to e.g. line abreast the group will not stop and disperse but push forward. On the attached mission F16 hit three groups and the southern most group does not disperse. Not sure if it is a bug or not but I believe it is not documented anywhere at least.
