fixed Improved Spotting Dot UI Tooltip needs to be improved!

[Loophole]

The tooltip for the Improved Spotting Dot setting in the UI just says "$improvedSpottingDot_tooltip".  That could probably be improved - maybe expanded to describe how the Improved Spotting Dot actually behaves?
