Why when I jump to the WSO seat the TDC press does not work?

You have to bind different controls for the Pilot and the WSO. The TDC only works for the pilot. In the WSO cockpit, the Full Action function on either controller does the same functions as of the pilot's TDC. Also, in the back cockpit, the WSO controls have a few more functions than the pilot's HOTAS. 

And, once you are in the back cockpit, all the controls assigned to the pilot do not work. As said above, it is necessary to bind WSO own controls .

That being said, the WSO controls were previously AFU, and TDC press actually was inadvertently used for HRM expand.  I don't think it's supposed to have any function according to the manual.  I think they fixed this more recently, but haven't checked.

Unless it's something they've added in that's not on the real jet, it should be there. But it's half action and TDC depress together.

It's supposed to be just half-trigger in HRM for the expand function, according to the most recent manual.  In Notso's video, you can hear him say "half-action trigger pull", so that seems to jive:

Its half action plus TDC press. Pulling half action on its own does nothing on an HRM map. You can test it in game and see. This is how it works in game currently and is correct behavior.

Then that's another fix to put in the typo bin for the manual

But it DOES say „enables“ and not „commands“ for the expand in HRM. Maybe a „press TDC to command expand“ could help to make it more clear

"TDC depress" isn't anywhere on the chart, but it should either go in the TDC section or the Trigger section

Edit: just checked, not in the most recent manual update either
