For me stuttering was coming and going with the patches..
What helped me recently was:
- updating drivers
- disabling windows fast boot (so that at every new system boot you get a fresh ram, fast boot will load ram of last session

- incresing the performance metric interval or disabling unwanted metrics in GPU driver (Adrenalin software, 6700xt here)

- using affinity to not use core0 (and its correnponding thread if hyperthreadding CPU)

I understand updating drivers, but we shouldn't have to do much more.  It should just work.  I have other Flight sims that dont have these issues.  I shouldn't have to set the affinity.

Yes, but DCS is based on an engine initially designed in a time without P/E-cores and Multi-Threading. Its cool what has been done to let it look that good, but it is coming with the cost on adding more and more stuff. No way you can keep this optimized with envolving technology without a masive overhaul.
I guess we'll have to live with it and make the best out of it.
Those things helped me and they are all out of ED's control and windows stuff.
E.g. windows fast boot will always keep data of your last windows session and re-loads it into RAM. Thats a windows thing keeping all stuff always in the system. Only a re-boot is a real clean re-start of the system. Nothing ED can do about it.
Driver performance metric keeps interupting stuff, so this is also a non-ED non-DCS thing helping also in other simulation games with high CPU loads.
And un-use CPU0 is also a windows scheduler thing always using this core for sysem stuff, I guess because windows is not optimized for games with high CPU loads.

DCS has been unplayable for me since around mid December due to terrible stutter. I have used gsync for years without issue but today I was trying different things to try and make DCS playable. I turned off gsync and tried the in game vsync and found that to be unplayable as well. So I turned vsync off too and now without gsync or vsync DCS is smooth with screen tearing but playable. I don't know what changed with the December update but it seems gsync and vsync are both broken.

I also have problems with a high-performance computer and a few months ago I didn't have them, I have seen the big problem, it overloads a processor core a lot, but it only happens to me at the beginning of a mission if there are many objects placed through the editor missions on the screen, there is some drop in some fps, I play at 60 but at the beginning it drops to 57 56, and then it goes up again, I don't understand what's happening because a few months ago this didn't happen,

(but I think the problem is due to the excessive load of the first core) I have tried with HT OFF and disconnecting the core but as I have commented during the first minute of the mission, there are many objects on the screen placed in the editor and with the F4 phantom I have a drop of approximately 5 FPS)

I have the same problem. I've recently started stuttering. It's very slight but it's less fluid and sometimes freezes for a very short time. It's annoying.
I've tried everything but it doesn't change anything. I've disabled hyperthreading. I've excluded all DCS directories from the antivirus. In the BIOS, Rezisable Bar and 4G above decoding are enabled. Nvidia is configured for maximum performance. 
I have deactivated then reactivated core0. I did an in-depth check of the DCS World files.
I don't know what else to try. 
Maybe wait for an update if the problem is with DCS.
Or maybe it's the 24H2 version of Windows. 
I don't know.
I know others have the same problem.
In any case, thank you for your advice.

AFAIK you should have it enabled with that CPU

Activated or deactivated does not change the problem

Just a heads up. I had constant stuttering (frametimes spiked every 2 seconds all the time everywhere) very noticeable in VR.

 

I did _everything_ people suggested here, in reddit, anywhere i could find. All the CPU parking registery hacks, nvidia control panel settings, affinity tweaks, process lasso, deleting shaders, increase page file, exclude stuff in windows defender etc etc all of it.

The one thing that cured my constant stutter was turning HAGS on. Confirmed by turning it off and back on again. Also credit to the core parking tips, that cured all the menu and mission editor stutters, for processors that have E- and P-Cores.

So in some cases HAGS on is a very very good thing. This was on W11, 13900KS and RTX4080.

Got almost the same spec system - VR on quest 3 - also get much reduced stutter with HAGS enabled, ASW 45 enabled with OXRTK turbo on (supposed to disable ASW but if I don;t have ASW enabled to start I get stutter).

finally, i formatted my ssd and reinstalled everything. Now everything works fine.
