Based on https://www.digitalcombatsimulator.com/en/news/changelog/release/2.9.6.57650/ it was supposedly fixed but I am definitely still seeing an issue. 

If you dont post tracks nobody can diagonose

I believe he means that the settings in the Store Management Program must be the same as set in the Mission Editor. Of course, it can be challenging since one does not always know what the mission creator set for the payload and fuze settings.

Anyway, I've tested the FMU-140 fuze at different settings and altitudes and almost every time the bombs fall short.

The best results I has was at 5,000 feet with a opening set at 1,500-1,800 feet. 

Attached are tracks showing different attack profiles, at different altitudes and different bomb settings.
