Some F-16C liveries have an artifact caused by the lack of mipmap compression when exporting the livery file. To fix it, you can open them in Photoshop and save again, this time with auto mipmap enabled.
This is present in some liveries, as show in the screenshot below:

It might be hard to see, recommend downloading the screenshot. It shows several small black and white dots that "shimmer" when viewed in game.

What AA setting have you selected in the graphics options?

Hi, sorry if I didn't make my point clear.

I'm using MSAA 4X.

The issue is related to mip maps and texture files, when exporting them on the liveries in question, they are missing. This creates a "shimmering" effect with many black dots and white dots specially in the pannels of the aircraft. It's hard to spot in the screenshot, but if you download the image you can see those dots.

I can create a video as well showcasing the issue.

I think I understand what you mean. I believe this is just the way AA tries to correct the smaller details and lines in those textures. Have you tried other AA methods? Like DLAA?

After further testing, I can confirm it's an issue that is related to both Mip maps and AA method

MSAA has the issue, while TAA and DLAA don't show the issue. 

In this screenshot, I'm using DLAA.:

Again, please investigate it by passing the texture files of those liveries by a .dds export tool, like Intel's one. 

You then need to set it to create mip maps automatically, and the issue is no more present in any of the antialiasing methods.
