False Target appearing without radar scanning

False targets seem to appear with the RF Switch in Quiet and Silent thus inhibiting the FCR from scanning. To me it seems logical that while the FCR is inhibited from scanning, it is impossible for any targets to appear. Is this intended behaviour?

See the attached track file for a demonstration. First I demonstrate false targets appearing while scanning, then I move on to switching the RF Switch to Quiet and Silent.

Like we've stated many times for the DCS: F-16C (and DCS: F/A-18C), although the FCR is not radiating, the receivers are operational in Silent modes, therefore it will draw false targets occasionally.

So if the F-16 is the only entity out there with no other radars and has its own radar is silent false targets will still formulate from nothing? @Lord Vader

The false target generation is not taking into account actual other aircraft being picked up.
It's generated due to ambient noise our even by the internal receiver itself. Like we've stated before:

"They are caused mainly by internal receiver noise and ambient noises at receiver input. The radar internal circuits maintain false target rate constant with an average frequency of one false alarm per minute."
