reported Gunner ROE switching back to Hold Fire

Whenever I set the AI gunner's ROE to fire at will or return fire, then take control of a Gunner myself and Go back to the pilot's position, the ROE changes back to hold fire. This is a quite annoying, it would be great if you could fix it.
