Tunguska does not capture targets via radar monitor

Some details would have been cool I guess, like for example saying that tracking works with guns but not with missiles.

It works fine with guns but not when the missile is selected, even well within 4km.

All AAAs can do this here too, but I only do it with the ZSU here  because it can't do anything else
