Set up a curve, or if it's for a moving cursor that doesn't need recenter like in some MFD's, you can probably use just a portion of the axis and cut off well before max. value

Not sure if this is what you are looking for, but below is the curve I use on my "Radar Cursor" axis on the F16 (for the cursor on the MFD's - TGP, Mavs, Etc)  It produces fine control near the center of the stick, but fast movement if you go to the extents of the stick.

Not sure for other airframes, but the A-10 you can change the slew rate for the TGP and MAV through settings in the aircraft.
