I just bought Reflected Simulations F-4 Mig killer campaign, and I can't install it because my anti-virus thinks it is installing a virus. Please see attachment. Is this file safe to move from quarantine? Thanks.

Please read the warning again. As you can see, it has nothing to do with the campaign. Completely wrong path, and wrong files. It gives a false positive regarding Jester.dll, which is all Heatblur. And I repeat. False positive. ED and their 3rd parties need to encrypt certain files to prevent piracy, and that's what your Anti-Virus solution is reporting.
If you search the forum, there are hundreds of these reports last year, and almost single day this year. It's nothing to worry about. Like @Reflected wrote, make exclusions for Saved Games and the DCS core installation folders/Steam libraries. Then perform a full repair/integrity check, and you're all set.
