Supercarrier request CAT 3 landing in clear weather?

I'm adding a carrier to a mission to practice CAT 1 landing, but the carrier keeps requesting I do a CAT 3 landing even though I turned off the ILCS and Link 4 system, and set all of the weather values to zero with the exception of the atmospheric pressure which was set to 29.50. How do I force the carrier to use a CAT 1 landing procedure?

UPDATE: I included the mission file. Note that I created a new mission with just the carrier and used the same carrier and weather settings and CAT 1 works in this mission.
