And for each module, in this case F16, F18 and F5 it says it in their own section, that the feature is enabled for that particular module. Thats why there are multiple mentions of it.

Your technical assumptions are correct, and logical. But it does not excuse DCS becoming a Frankenstein sim with different standards per module. This is only one obvious example.

Or let me better call it "DCS - per module - microcosmos", instead of DCS World.

I agree to what your saying there is no consistency among the modules, some modules have alot of great features while others lack some. I hope one day we get to see all dcs modules having the same quality for example textures, sounds, cockpit vibations, pilot body.

When you jump from a heatblur module to anyother module you can notice this straight away. There is no consistency. 
I hope this issue will be fixed some day.

TBH, you'd most likely be jumping between HB and ED or RAZBAM, the latter of which is notable for having... issues. I heard Aerges is pretty good with their Mirage F-1, though, I don't have it so I don't know if it's quite HB quality, but it's quite pretty. There's Magnitude 3, but they only have the MiG-21, which is old and which they didn't do a great job at updating, being completely preoccupied with (something of a vaporware) Corsair.

While ED modules can be quite mixed bag, many of them are old Belsimtek releases. Modern ED modules, while lacking some of HB's more innovative features, would not be that hard to bring up to that standard. As for Deka, the Jeff is an ED-level module.
