It pairs, also connects for a few seconds, but then it disconnects and stays disconnected! 

You don't need to connect the phone to your headset. Just go into the meta app on your phone and enable "Developer Mode".

Can't go into Settings, they are grayed out.

Is your headset connected to your pc through the Meta app?

Yes it is. Meta Quest Link app.

The problem is I cannot connect VR headset and the phone's app via bluetooth. It seems to be its a bug on the newest v76 (and for some V77) Meta Quest Link app on pc.

I did not think that you needed a Bluetooth connection. I'm not at home at the moment so I can't check.

I update the win app Meta Quest Link to v77 (after enabling PTC, app insisted with the update), headset is still on V76, and magically the eye tracking is back, it works. Go figure. I'm sure it won't work for long.
