reported can not hit amphibious vehicles in the water with missile

Petrovich doesn't allow pilot to hit amphibious vehicles in the water with ATGM. he says target is obstructed. even if we are above them.

(sometimes if i keep pressing the launch button constantly then he may launch the missile.)
