Terrible download performance

Are there server issues in respect of latest patch download to Hong Kong 

have been able to get past 2.3MB download speeds despite my fast broadband connection and everything other download is working normally ? 
the issue remains today 

first time I have experienced this downgrade in delivery performance 

Any comments welcome?
