Neutral Aircraft refuse to land at Neutral Airfield.

Hello Drivers and Developers,

For some reason, I cannot seem to get a neutral party aircraft to land on a specific airfield that's also designated as a Neutral. Parking is assigned, and the fuel is set to about 50% for MLOW.

 

What am I doing wrong?
