It is conducting defense exercises designed to repel a U.S. invasion. A plane that can target multiple ground targets might come in handy for Raoul. ;) anyway it's an interesting multi-role fighter. I'll assume it's more maneuverable, but I don't really know that. Weapons systems, maybe? They went as far as liquidating many people directly and running wars down there indirectly to keep their grip on it. This was happening until only 20 years ago, and it started over a century ago. So understandably they're pissed off if Southern American countries suddenly grow a pair, reduce their influence and even go for *communism*. ;) 1
