This is a driver overscan issue.

Google (your monitor make model) Nvidia overscan. There are several work arounds that involve editing an inf file. Unfortunately the specifics are different for each monitor that exhibits the issue.

and who makes this 42" LCD TV? More importantly, what model LCD TV is it? You can usually find this information in the product documentation, or somewhere on the product itself.

 

Once you have this information, google: Nvidia overscan + <make> + <model>

If you aim for the sky, you will never hit the ground.
