when in enroute mode in a mig, the distance counter tracks distance to waypoint. But when you switch on the radar systems,it stops giving distance?I had always thought it was a redunant system therefore tracks regardless of system employed?...is this how its supposed to work or is it a bug?

By switcing on radar systems, do you mean just activating radar, or activating BVR mode? The latter should, as far as I know, cause NAV to disengage.

I mean just switching between Nav mode and any other radar mode.

Yes, it's a leftover from Flanker days...you see IRL steam gauges work independently form HUD and modes you choose but in Flanker/Lomac/FC not. So each time you swith from NAV to anything else your HSI will stop counting km and heading...
