Please help me understand the deck plan protocols... what are the different markings for? Parking seems obvious, but whya yellow line vs red? what are eh numbered circles?? in what order are they used?

According to the pic you posted I'd say:

 

Yellow lines: TO exclusive

 

Red lines: Landing area

 

Circles: Helicopter landing spots

White dot - ideal touch down point (3rd wire)

 

White double lines - no addmitance to deck crews and personnel during plane recovery

 

White dashed line - landing centerline

 

Red dashed line (yellow line extension) - launch of heavy laden aircraft and non afterburning birds (Su-25UTG).

Judging by size of circle I could guess that it is intended for heavier and larger helicopters than the "standard" Helix/Hormone naval helos.
