(I think civ traffic is a realistic distraction (when targeting and the like) and should be there btw. Even on my paltry video card I still want the power to the people.) If the bus was a vehicle placed into a mission that would do it. There are busses in the mission editor. I suspect that, aside from the programming issues, it would be a much greater negative to performance than it would be a positive for game play. Especially since the amount of civ traffic is variable based on user settings.
