Well no, because the radar that is trying to detect it is moving so there is always going to be a relative speed. As Eddie said, the doppler filter takes out anything that is not moving !relative to the ground!. If that were not the case, you'd get all sorts of ugly ground clutter. Good, fast, cheap.
